How to use these wait times in SOA test tool

- I have around 100 test cases. Tests run individually is disabled because i selected test run sequentially. AS it runs sequentially, even though the tests dot have any failures, It runs so fast that test steps under one test case fails and test run pauses.

This is the image , although i dont have any issues with the test cases, i gave 5000 milliseconds to wait, but it doesnt even care about the wait times no matter how many seconds we give here

Please uncheck "Only apply for scenarios" and the delays will work consistently.
I notice this option currently respecting suites that were explicitly saved with "Tests run as group" as opposed to suites that are implicitly made a scenario because of the presence of a Data Bank.
