Do we have any document for creating MQ virtual service. Recording is not allowed as per requirement

by MQ service I think you understand MQ transport, which has been excellent described in Parasoft Virtualize Documentation.
You can use MQ (Websphere MQ or Rabbit MQ for PVA and for PVN.
If recording is not allowed to create content of virtualized service then you have other options:- create responder manually
- use artifacts describing messages (WSDL, schema)
