How to pick random rows in excel from data source to run a Test Case?

If I need to run Test Cases from a Data Source for e.g. Excel in which I need to select random values from rows (not sequence wise) then how should I get those value from excel?

This is possible in Load Test, where you can configure Virtual users iterate through data to "sequential" or "random". Are you saying you would like something like this is a normal functional test execution? Is there some reason why you want your functional test to execute differently/unpredictably each time it is run? We would love to hear about why you would like something like this, or what particular testing requirement you are trying to satisfy in asking for something like this.
