Restrict Access to the License Server

I want to be able to control the access to the license server (windows) to a particular group account. You have to be in that account to access the license which is installed on this server, hence use soatest. What is the best way to do this or is the license software open it up for everyone? I removed several things on the server "Groups" but still lets people in. I currently using port 2002 which is the default. thx
